A commitment to evaluation is demonstrated when agenciescommission credible evaluations on a systematic basis, make the evaluations publicly available and design programmes that are in line with evaluation recommendations. Carlisle J. Levine and Christelle Chapoy examine the factors that increase demand for evaluation by policymakers and discuss the strengths and weaknesses of various models that would be useful for a commitment to evaluation indicator (c2e). The authors also discuss 3ie's role in ensuring the success of this endeavour.
